Irrigators in Victoria have been warned that their carryover water isn't secure yet.
Carryover water is available to irrigators to move water from one year to another to manage their risk.
Goulburn Murray Water says that it's confident that some carryover water will be available to growers, but won't say when, or how much.
Mark Bailey, from Goulburn Murray Water, says it's too hard to predict.
"We've made the position of not nominating a figure at this stage because we're at least six weeks away from the seaon," he says.
"Really, we've still got the winter and spring to go through, and see how that affects things."
